动态指令

ToolZen 的动态指令由 manifest.json 中的 features[].cmds 声明。插件运行时不提供修改指令的 API；需要调整指令时，修改 Manifest、递增版本并重新发布。

指令命中后，通过 enterAction 或 onPluginEnter 获取功能编码和载荷：
